Stutters and low gpu usage PLS HELP

Hello guys, I hope everyone is doing good actually i just bought a brand new gtx 1650 gddr6 for an old machine HP ELITEBOOK G2 here is the specs
I5 4590 3.3GHZ (4cores,4 threads)
12 GB DDR3L-1600MHZ
120gb SSD
2 TB HDD SEAGATE COMPUTE
AND THE POWER SUPPLY IS PREBUILT FROM HP 320W 80+ PLATNIUM
THE MOTHERBOARD IS Q87

THE PROBLEM THAT IM EXPERIENCING IS WHENEVER I PLAY A GAME FOR EXAMPLE BATTLEFIELD 1 IN ANY SETTINGS EVEN ULTRA I DON'T GET NEAR 60% of gpu usage and the frames are quiet bad + stutterings

and it's totally unplayable 
And I HAVE SAW MANY VIDEOS ON YOUTUBE WITH SAME SPECS AND IT DOING JUST FINE 
and when i do a benchmark it gets full load but when it comes to gaming idk why this happens

Use InSpectre to disable Spectre and Meltdown mitigations, you'll free some CPU resources.

Install CPUBalance and use it. Retest.

I tried it before and I unparked all cpu cores + I used lasso process 
the problem presist

Could you please explain more about the intel chipset driver

It's also known as the Intel Inf Utility. Basically, a driver for the motherboard (the chipset).

and i've tried to install it but it didn't (the platform is unsupported)
