DCOM Server Processor extremely high cpu usage during downloads

When downloading stuff online, for example Call of Duty, DCOM usage reaches 90% sometimes 100% cpu usage during downloads and makes my computer almost unusable. I've been told  this is normal, but I know for a fact it's not, this only started happening recently.
