RAM generally doesn't make a huge difference and I'd advise you to just tune your existing RAM first, like @Fasauceomerecommended.

Going from a 2600 to a 5800X3D is going to be a huge jump, but not very noticeable if you just need a better GPU (although that seems unlikely). @Budget DIYput it well, identify your needs and try to upgrade according to them.

Quick question I currently running a system with a Ryzen 5 2600 Cpu, CORSAIR Vengeance LPX 32gb DDR4 2666 ram, & Sapphire 11305-02-20G Pulse AMD Radeon RX 6800 PCIe 4.0 Gaming Graphics Card with 16GB GDDR6. I was thinking about doing a upgrade and wanted to know which component I should upgrade which is between the CPU and Ram I was think of switching to 32gb 3200 Ram or AMD Ryzen 7 5800X3D but wanted to see which one made more sense

You could upgrade the CPU first and try an overclock to the ram. Getting your current kit to 3000 or 3200MHz with decent tunings would be a good improvement

Draws 400 watts under max load, for reference.

Identify where your hardware is lacking. Are you lacking memory? Upgrade that. Do you often max out your CPU? Replace that. (I would assume most people see a decent uplift from changing CPU's to the one you've mentioned) Just make sure your mobo supports that CPU.
