3070 fan problem

Fan problem in GPU

It seems like a single fan of a 3070 is revving much lower than the other fan.
It is a dual fan ZOTAC design.
What can be done fix it?

Seems like during cleaning user put a little more pressure in the middle of the fan
I dont have it in hand. Just curious as someone wants to sell it.
