Both. Replace the keys for each peer that was active while linked against a vulnerable OpenSSL.

after all these heartbleed drama i dont like privacy getting buttraped ,so i am revoking every client certificates in my openvpn server after i updated it to latest one i was wondering if i need to revoke server certificates that i made during initial install.
