500w good enough?

Should be fine.

Yes, it's enough. The 6600 XT takes up to something like 200W at max load while the 3100 is maybe 75W tops.

Assuming it's not a craptastic PSU and its 12V rail has around 400W dedicated to it, it should be fine.

 

Normally I would suggest paying a bit more and getting a higher wattage PSU in case you ever want to upgrade... But as long as you remain in the low power range, it will be fine.
