So I've had the same video card for a few years (Sapphire 6950) and I recently pulled the trigger to upgrade to an XFX R9 280.  It doesn't seem to have trouble in more demanding games like Titanfall, but it stutters and drops frames pretty bad in games like League of Legends/D3.  It even stutters pretty bad when scrolling a web page, I've even had the screen black out for a few milliseconds while scrolling too fast.  Should I RMA the card or anyone know something I don't that can fix it?

the scrolling problem is bcoz of ur internet or browser i think... :P  ...and which cpu u use...??

3570k, the scrolling problem never happened with my old GPU, which I can see right now because my girlfriends PC has my old GPU in it.

Hey man, i have the exact same problem. I just upgraded to a new Sapphire 280x and i get those drops in everything i do too. I dont think its my cpu either (AMD FX 8320), i suspect its because i have a bad quality 600w PSU.

 

What PSU are you using?

I'm using a Corsair HX750. I feel like an upgrade to a newer card shouldn't give me less performance than a 2 generation old card.
