The 4690 is probably a hair faster. 6th gen chips are a bit faster than 4th gen clock for clock but this won't offset the higher frequency of the 4690.

 

Both of these chips are quite old now though

I was not sure about which one is better becouse i5 4690 is 1150 socket with ddr3 ram.

And i5 6402p is 1151 socket with ddr4 ram.

Yeah there are socket and RAM considerations at play here. Ultimately I'd get what you can most easily (and cheaply) get your hands on.
