Internet connection stuttering.

Internet connection is stuttering and often disappears for several seconds. Both with ethernet and wifi. Factory reset the router and the problem persists. ISP says everything seems fine on their end and connected my PC directly to the source instead of through the router to check. Problem persists. I don't think anything is wrong with my pc because all connected devices experience the stutters. Any ideas? Kinda giving up hope here.

If it persists across devices across both Ethernet/wifi, that would seem to indicate a hardware issue with the ISP’s equipment or a connection issue on the isp's end. I'd call them up again to continue the case and hopefully get them to send you replacement equipment. 
 

if possible, I’d personally get them to set their modem/gateway up in bridge mode and run my own networking gear because ISP equipment is almost universally bad but getting it replaced would be your next step.

1. Who is your ISP?
2. What type of internet connection do you have?
3. What speeds are you paying for?
4. What is the make/model of your ISP device? If there are any other routers, switches, etc, please list them also.
