I recently finished building my pc and noticed that when I play uncharted 4 my gpu usage is at 1% and cpu at 24%. Some games run just finem, gpu using 90 to 100% but some games like uncharted just get my cpu usage very low and I don't know if the cpu is too powerful or if there is something else going on.

In general if your GPU isn't running >90% the opposite is true, i.e. your CPU is too weak to feed the GPU with enough data to work on. There's really no such thing as a "too strong" CPU.

Sorry, my gpu is a 3060 ti and cpu is ryzen 9 5900x. Also, I have tried playing other games like csgo, kakarot, and far cry 4 and usage was above 90% so I'm pretty confused

That CPU should be more than capable to keep the 3060 Ti running at full speed. How are you measuring usage and what's the frame rate you get?

 

CPU usage is usually measured across all cores, but many games tend to only use a few of them, so ~25% usage on a 12 core CPU is completely fine while gaming (would mean that 3 cores are at 100% load)

I've been checking on task manager. Fps don't go above 25 no matter what in-game graphics settings I use

Task manager isn't really good to measure GPU load. You should use something like MSI Afterburner.

 

Nvidia drivers for the GPU are up-to-date?

Drivers are up to date. I will try afterburner now. could it be another component perhaps?

RAM, maybe, but it shouldn't have such a big impact. FPS is primarily down to the GPU, as long as the CPU is fast enough to drive it which should definitely be the case here.
