Cpu Problem pls help

Whenever i start my pc it stutters but whenever i load a game it starts to run smooth again and whenever i check my cpu speeds its locked at 2.99

I'm at a crossroads rn and i cant really describe what else happens but if you can help me i'll stream my screen on discord i tried resetting my ram in the slots and cleaning my cpu pins i dont know what else to do.

could i have gotten sold a bootleg cpu from amazon
