Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):
Would it harm the power cables or reduce the lifetime if I were to plug the GPU in from above instead of below and have the cables semi-resting on the gpu backplate? (merc 310 speedster 7900 xtx black)
Should I set my 360mm top mount AIO fans to pull into the case or push air out of the case (Lian Li Lancool 216)?
for the gpu cables, it should be fine to have them route over the top of the card. although i would try to have them not touch the backplate. I have mine run over the top and pulled so that they help with gpu sag.
for the aio, if youre putting it at the top of the case I would have them push air out of the case, with your front fans pulling into the case. this would help keeping the flow similar to natural convection so that your fans arent having to fight the flow
