Stellaris Best Pc Setup

Looking to build my pc to optimise it for playing stellaris but with the technology setting at 5x to add more difficulty to the game. Need to be able to keep up with the high levels of stress the late game will have with it having to deal with massive amounts of things like pops and all the math of the resource management happening at once? Or if anyone has a system that has played the game and experienced what I'm about to embark on. Would be nice to know as I'm currently looking at a 3070ti I know it's a good card but I'm I better getting the 3080 or will it not make much of a difference.

It won't make any difference because Stellaris is a CPU bound game.

Ahhh so what cpu would be best to handle say like plus 3000 years ?
