Hi, Upgraded system is having stutters in windows & bios. pls help

Current issues:
Windows and Bios is very stuttery (Not useable daily, its like 20hz)
Audio is also very "stuttery" (cuts on and off but not smoothly)
-
Smaller issues:
Cant launch CS:GO
Can't read any info on GPU with HWINFO

Hardware:

AMD Ryzen 5 7600x - Drivers installed - running at expected speed & temp (not benched tho)
Asrock X670E Steel Legend - Bios updated (1.07>1.11)

Kingston FURY Beast RGB 32GB DDR5-5600 CL36
Vertical mounted RX 6800 XT Red devil - Drivers installed

OS: Windows 11 v22H2 Build 22621.963

-Drive: Samsung SSD 850 PRO 256GB

Try removing the PCI-E riser cable. Those can cause such issues if they are faulty or too old (which a PCI-E3 riser in a PCI-E5 slot on a PCI-E4 card would be).

Latest update: Everything works, I went back to my old Windows 10 OS (Made sure to uninstall intel drivers and install amds)

Hi everyone, currently when I try to launch CS:GO it turns the screen black for 1 sec and then closes.

Issue:
Can't launch CS:GO (DX9 game) - FATAL ERROR: Failed to connect with local Steam Client process!
image.png.a2a07bd41ebb714c33071c92da6ca588.png (This error is known to be with valve games primarily)

Steam says there is no updates available.

What fixed the issues:
Putting in my old OS drive with Windows 10
I know this is not the cleanest solution nor the wanted one.

Have tested and didn't work:

Verify files
Reinstalling CS:GO
YT Videos: youtube.com/watch?v=J9en4gruCSE | youtube.com/watch?v=IUYpMkTfG24&t | youtube.com/watch?v=S080ghn5CR4 | youtube.com/watch?v=ogOOeFkfu28 |
Reinstalling steam
Administrator mode on CS:GO & Steam
Deleted appcache in steam folder
Enabled & Disabled AMD Radeon(TM) Graphics

DxDiag tool in windows is giving me this error image.png.7398a50b6f75a1caa7df08f11665df68.png

(DxDiag log attached below)

Welcome to the forums!!

The OS drive from your i7-9700K build did you simply just remove and plug into your new 7600X build? I'd highly recommend formatting the drive and reinstalling the OS when upgrading platforms due to drivers.

Have you checked all the connections, the pauses kinda makes me think theres a ground connection issue.

Have you tried restarting it?

Explain VERTICAL MOUNT on the GPU ? I don't understand what you mean by it.

Also I would stick with Windows 10 till the Win 11 Experiment settles in a year or so.

Need to remove "Green" Eco stuff from MB and Optimize Windows THEN GPU drivers.

What frequency do you run on your monitor ? Does it have Freesync ?

Tried re-downloading (reinstalling) it?

Here's an idea. It's a DX9 title. Try downloading and running DxWebSetup from Microsoft and relaunching the game afterwards.

You might be lacking some DX9 files.

I ended up switching back to my old OS Windows 10 drive with Intel drivers on it, yes. windows somehow got booted and then i uninstalled all the intel and asus stuff and installed the necceary new drivers.

Not the way I wanted to fix it, but it'll work for now.
