Laggy system

My PC spec are i5 4590 14gb ram GTX 1060 6gb 

 

My PC lags so much and I have a good PC would it be my hard drive it's like 3 something per second

Do you have a hard drive only. or a hard drive and a ssd? If you only have a hdd, getting a ssd will be a massive performance improvement.

Yes I only have a hdd but do I install windows on the SSD or HDD and what do I do next

You want to install windows on the ssd for the biggest performance improvement.

 

You can either reinstall windows on the ssd or clone the current install from the hdd to the ssd.

I'd recommend installing Windows from scratch, OSes tend to get bloated over time.
