Im fully out of ideas on how to fix this I am building a PC for my cousin it's an i3 2100 soo to be an i7 2600k and a gtx 1650 

I have validated that the CPU and motherboard work because when I take off the GPU it works perfectly fine and boots straight to windows but the moment I add the GPU it just black screens and shows me this image on my monitor I know the GPU is working because I've tested it on my main system I'm honestly lost not even resetting the cmos battery helped

What troubleshooting did you already do? But to start with, I'm assuming you already did, but just to put it out there, when installed the gpu, where did you connect the hdmi/dvi/displayport cable, was it still on the motherboard or the gpu? another thing you need to check, is the bios, check the settings for display, make sure that it's either auto, dual or dedicated gpu as primary. Depending on the motherboard it may or may not have those options. But make sure don't disable the igpu/integrated graphics. If you haven't you might also try to update the bios to the latest one, if you haven't yet.

It's a pretty old motherboard I'm not sure how to navigate the bios settings but I've tried updating the bios but it kept on failing I've connected the monitor to the GPU I'm thinking of trying to update the bios again I'll update here if its successful oh also I've tried different ram sticks, also the old GPU that was in the PC previously was a gtx 770 that GPU worked fine with the PC before and the only other card I have to troubleshoot with is an rtx 2060 in my main PC I dont really want to risk it dying

What PCIE version does the motherboard support.

The only thing that can be dying is the old motherboard, but with bad handling and no gloves, who knows ?

Hello yes I've tried the basic troubleshooting steps with proper handling I also validated that all the parts work separately from eachother witch is weird but I did try an rtx 2060 and it worked my current theory is that the pcie slot cannot provide the 75 watts needed by the gtx 1650

Hello sorry for taking so long to respond ibe tried all the ports and all the parts work separately from eachother I've tried everything that I can and my current theory is that the pcie slot cannot provide enough power to the gtx 1650 because when I used my rtx 2060 everything worked fine

it don't say anything about powercables to the GPU. 

or what wattage the PSU is.
