Is my gpu defective?

Your PC is probably in safe mode of some sort, Safe mode loads the default VGA-driver.

 

What card did you use before this your current one? And did you delete the old driver with DDU?

i didnt delete the old driver but i had a 1660ti

Unistalling via device manager doesn't delete all the files. Uninstalling with DDU does not leave such files
