What other things can be blocking a port from be open. I disabled my Windows firewall and port forwarded the port correctly on my router/modem 2in1. I have a fresh version of Windows 7 installed.

When I use Canyouseeme.org it says connection refused instead of connection timed out. I tested a port with the Minecraft server using the 25525 port. It still says connection refused. 

 

Could it just be a problem with my router/modem.

I see one problem, Minecraft uses port "25565"

you could try manually setting your ipv4 , then using that ip you set in that on your modem to make sure the right LAN ip is set. 

     that is what i used to do on my old virgin media router/modem 

 

edit: did you manually change the port for the server as the guy said above the default port is 25565 - 25575

I changed the rules in the router to use port 25565 while the server was running on my computer and it still just says connection refused. 

I will try to manually set my ipv4. I will update when I can.

 

I have port forwarded for Minecraft and other games before but have not had this much trouble. I thought something on my computer was blocking it that's why I did a clean install of Windows 7.

This seems like a forwarding issue with the Firmware of your router/all-in-one device. One way to fix this issue is to borrow a friends router, and put your router/all-in-one into DMZ mode to the friend's router. Port forward on the friend's router and you should have no issues. I did this in my old network and it fixed all forwarding issues.
