Looking for GPU insight

6650 XT, all the way, it is about 23-30% faster than RTX 2060.

New ones, either RX 6600 XT or 6650 XT is the best choice (depending on whichever is cheaper).

Second hand ones, try finding RX 6700 XT or 6750 XT, they should be below $300.

Also, mind your PSU capacity, you didn't say what PSU you have.

Occassionaly visits the forum when I have nothing to do at work.

Oh boy, that is a very low quality PSU. FYR https://cultists.network/140/psu-tier-list/

I'd really stay away from high powered GPUs unless you plan to upgrade your PSU as well.

If the PSU is going to be reused, RX 6600 - 6650 XT are the only choices I could recommend.

An RTX 3060 (or maybe even a 3060 Ti) would be within your budget. Alternatively, an RX 6600 or maybe even an RX 6700 could work (RX 6700s regularly go on sale). Just make sure you have an adequate PSU, otherwise you'll be very sad very quickly.

Keep in mind that I am sometimes wrong, so please correct me if you believe this is the case!

using a few PSU calcuator(s) with a RX6600  I need 400-500 watts

with my crappy RX 570 i need more like 600 watts

With in my budget??   I cant find a 3060 for under 380 + tax will be like 400 thats 100 over budget...

PSU calculator does not represent the actual usage, but that's not the point I was trying to convey.

Basically it has to do with the stress you're putting on the PSU, low quality PSU is generally not recommended for cards that could use more than 200W, like 6700 XT. You never know when it finally gives out because of the stress.

Which is why I only recommend up to 6650 XT, I don't want to be the reason your PC being damaged. If you want to risk it, go ahead with 6700 XT.
