Looking for help regarding device

Hello, I'm currently looking for a device to teach my parents how to use basically everything they need to know about technology. In more detail I want them to learn: How to use the Internet, Emails, Word, Etc. 

 

Currently looking at chromebook, tablets (microcenter sent us a coupon for $20 tablet with 1.5ghz dual core processor, Android 4.2), or light windows laptops. What would be the best item to buy in order to do that?
