Computer right now:

 

GA-A320M-H motherboard, Ryzen 5 3600, 32gb 3200mhz ram, 3060ti.

Im a True noob and I need help! is it worth upgrading The cpu without geting a new pcie 4 Motherboard? I know The 3060ti can push more fps in 1080 and 1440p. Without breaking The bank, maybe The 5800x would be a good cpu?

While indeed possible in that board, I don't think it's a good idea. The R5 3600 actually shouldn't hold back the 3060 Ti too much - especially not in 1440p. You'd have to update the BIOS and probably think about the cooling solution as well.

 

Personally, I'd stick with the 3600. I don't think it's worth the investment hunting for a few more fps.
