GPU slowing down for folding

So my 1060 could maintain around 1.6GHz during its peak folding rate (about 530k points per day, seems more than double of last year btw), yet somehow it's dropping to 1GHz (50W and 100k points per day) if I leave it alone. To make it run at full speed I have to keep a video playing repeatedly to act as another app that actively uses the GPU. Is this a widespread problem (cant rule out if it's a laptop problem) and are there known solutions?

 

OS: W10 21H2

Driver: 526.47

Model: HP Omen 17 17-an110ca CPU: i7-8750H (0.125V core & cache, 50mV SA undervolt) GPU: GTX 1060 6GB Mobile (+80/+450, 1650MHz~1750MHz 0.78V~0.85V) RAM: 8+8GB DDR4-2400 18-17-17-39 2T Storage: HP EX920 1TB PCIe x4 M.2 SSD + Crucial MX500 1TB 2.5" SATA SSD, 128GB Toshiba PCIe x2 M.2 SSD (KBG30ZMV128G) gone cooking externally, 1TB Seagate 7200RPM 2.5" HDD (ST1000LM049-2GH172) left outside Monitor: 1080p 126Hz IPS G-sync

 

Desktop benching:

Cinebench R15 Single thread:168 Multi-thread: 833 

SuperPi (v1.5 from Techpowerup, PI value output) 16K: 0.100s 1M: 8.255s 32M: 7m 45.93s

Do you have the folding at home settings set to "High" for the priority in the config>advanced>slightly higher

Since this is an nvidia gpu can you check the control panel for it and see that it is set to high performance for the power use? I just had to reset that with the last driver I put on. "Power management mode" Prefer max perf. Not sure if this is barking up the right tree but something to test for free.

That can work but as a laptop, keeping the GPU at base clock all the time is very bad for battery life. I used to have the most power saving option there without problems.
