Task Manager shares 100% GPU between DWM and Opera. Nvidia Overlay and HWINFO64 says 4%. Which is the correct usage and IF it is the 2nd, why does task manager say 100?

What about a screenshot of your task manager's process tab?

Right, my bad. i5 9600k, MSI Z390 Gaming Plus, MSI 2070Super Armor OC, Corsair Vengeance LPX 2133mhz 16 GB, 650W Bequiet purepower 10, Windows 11 (as part of trying to fix it, hint: it doesnt), 1TB 980 pro m.2, 1TB 870 QLC SSD, all drivers up to date (reinstalled gpu driver to make sure) except BIOS since I never flashed a BIOS. If you need something else just ask. As I said the gpu load is shared between DWM and Opera. Sometimes its 100 DWM, sometimes its 100 Opera, sometimes its a mix.

Its a known issue for Ampere cards since 522.25 but you might as well try it anyway. Release notes for 526.47 note:

Interesting, but I'm not certain how that affects the OP's situation.

I dont have any problems with CPU usage. The only reason ( more like another to upgrade to windows 11) to get w11 was as a troubleshouting measure.
