Help, I added an rx 6500xt to my dell optiplex 3040 sff which has 16gb ram and an i3-6100 using an gpu riser and isn't booting into windows and is stuck on the dell boot logo, I can't access the bios either, it just freezes, any ideas whats up and how to fix it?

 

Edit: I had to activate legacy ROMs in the bios and turn off secure boot, now it's working woohoo!

A quick google says the 3040 only has a 240 watt power supply, so you are probably running into the issue where you don't have enough power. It looks like the 6500 XT also requires a 1x6 pin power connector, which I don't remember there being a cable for this in my experience with the 3040 (we had these at my old IT job). You would probably have been better off getting a card that only requires 75 watts so it doesn't need an extra cable. 1050 ti and 1650 comes to mind.

With the GPU riser, I can use another power supply, which I currently am (500w).
