Ryzen just kinda does that. It's perfectly safe.

 

Also don't monitor frequency with task manager, it's notoriously broken (I've seen 41GHz in there before, not a typo). If you use something that's actually accurate like HWiNFO to monitor frequency, you'll see one core at 5GHz and the others at something like 3.4GHz. It's so that small tasks feel snappy since you don't need to wait for the system to boost up while opening something like Chrome. 

Is there a way to stabilize my cpu? I love the speed it's doing but constant swinging from 4GHz to 4.6GHz at idle doesn't seem smart in a life span perspective. I have 360 AIO but the fans do still ramp up all the time since it's speedy at all times. (runs around 5.2GHz while in games)
