These lists show kits that have been tested on that specific board with that specific processor series and shown to have stable performance, yes.

There's overclocking RAM, and then there's overclocking the processor. RAM is fairly low risk as long as you don't go insane with it. Processors are a bit less forgiving if you're not careful. Overclocking is reversible, but isn't really necessary (or advisable) if you value your equipment and / or can't afford to replace it. A 5950X hardly needs overclocking.

 

Think of it as putting a nitrous oxide kit on Grandma's V-8 Lincoln. It will put up with it for awhile, even insane amounts (obviously the less you use the longer it will take it), but eventually the extra heat will tell. Every processor is different as to what it can handle on overclock, but over 15-20% can cook the processor in some cases.

 

Fortunately, with Ryzen, PBO can do things automatically. I run PBO on my 5900X, but especially with your current situation, I wouldn't do it until you have better airflow. And if you do, I would highly recommend setting PBO to AUTO and leaving it.
