3080TI stuttering

Hello! I recently purchased a 3080ti and in certain games, I get stuttering every few seconds (FYI, my drivers are up to date). I'm suspecting that maybe my power supply is not enough for my setup. I'm also running a i9 12900k with a 750watt PSU. Could the PSU be the issue? What's strange is that in some games I get the stutters and some I don't...

You could check if the power consumption is unstable or not, with Afterburner. See if the stuttering happens when the power dipped.

Also, 750w is barely enough for 3080, I'd imagine you'd want higher capacity PSU for a 3080 ti, but seeing as you didn't experience shutdowns, makes me think that your PSU is high quality.

While this could be a drivers issue, power issue could also be the cause. Some games uses more power and some others don't, I've checked the difference between CP2077 and NMS, the GPU usage both goes to 90-100% but the peak power usage is wildly different.
