Weird Laptop

So someone recently left off a Clevo Notebook W370SS and its not turning on. I removed the battery and tried using it straight off the wall, in vein. When i connect the charger the indicator for charging turns on and the laptop itself doesn't when i try to. A weird thing that happened is when i touch the ports(VGA, USB etc) and other buttons on the laptop, i get shocked. Even if the battery isn't in the laptop and it isn't connected to the charger.
