Currently I’m running with a 9700k ox at 4.9 all cores paired with 32gigs of 3200mhz Corsair vengeance ram. I’m running a 3070 as my gpu. 
iv been strongly considering getting a 13700k when they drop but was wondering what the actual performance gains I will get while gaming?.

games I normally play include call of duty (what ever is newest so mw2) wow classic, and borderlands 3. 
I always pump my setting to the max ultra badass settings at 2560x1440 and I can push around 120-160 in call of duty but in borderlands 3 and tiny Tina’s I’m barley averaging 85 fps. 
many help/advice is appreciated.

I would upgrade for the sole reason that you have 9th generation intel. I had an i5 9600k in my last PC and I really hated that it wasn't hyperthreaded so I would get some pretty gnarly stuttering when I was even trying to listen to music while playing games.

They have an i7 which is hyperthreaded  Forgot 9th gen isn’t. Regardless it’s less likely to stutter due to the extra core count but I’d upgrade due to age.

The 9900K is hyperthreaded.
