So im having a major issue and i think the motherboard is dying but I want to make sure, to start pc specs are 

 

Msi Z490 carbon

32gb corsair vengeance 3000mhz

Intel i5 10400

Msi ventus rtx 3070 2x oc

And corsair rm1000

 

So i was having some game crashing issues and i restarted my pc now it wont boot, cant even get to bios, the ez debug lights get to vga then the pc cycles, so i tired my gtx 1070 and gtx 1050 both booted into windows but with a error at start saying something about "vbios" it did the same thing with the integrated graphics and i boot cycled a few times on the integrated before fully booting, ive tired enabling and disabling csm, i tired updating bios and CMOS clear still nothing with the 3070 and ik its still good, it booted in my brothers pc but i couldn't really teat past getting to desktop he only has a 500 watt psu so i need some advice

Could be the boot drive. Have you tried booting into a portable OS like Ubuntu or Winpe? You can make a portable OS drive using a USB. Otherwise I'd say try reinstalling Windows on the drive or testing it in another computer to rule it out.

it wouldnt be boot drive if i can get into windows with my other cards, just the 3070 i cant even get into bios with, the pc restarts before theres even anything on the screen

No we did not, is basically brand new only had it 2 months. bought brand new to. Im 99% sure the card is fine, im just not what

Is going on, i tried to boot with the integrated 20 mins ago and it wouldn't even post with that without some hiccups but it will with the 1050 and 1070 still. Oh and the cpu is fine no issues with it

Maybe try DDU and uninstall all the drivers while you have it posted. 

 

From there on just plug the 3070 in and hope for the best.
