It blocks all non sign apps, basically. Very strict. The whole point of why you can enable it on a clean install, is to ensure a clean system.

This is great feature for IT who wants an open environment for employees, to meet their needs but ensure that at least more trusted app, can run only. This is also good for something like a young child or parent computer, who have limited experience or knowledge with system.

Another, similar feature, is to lock the system to Store app and apps already installed. This option can be enabled any time. You can install all your trusted apps, and then lock it. The user can only install apps acquired from the Store, and use/update apps already installed, not in the Store (example: Chrome). Now, the issue with this is that if you ran virus.exe before locking the system, then we'll that virus.exe will be able to continue to run by the user.
