GPU usage extremely low when running benchmark

As the title said, when running a benchmark, for example, Heaven, or Car Render in Blender with GPU selected for the device to render with. When doing this my Rx 6600 is at 2% to 9% usage. What could be causing this or is it normal?

Normal Task Manager, HWinfo and AMD Radeon software

Tried Furmark and still like 5% usage, haven't tried Timespy cause I don't have it.

are you checking/comparing the results of the benchmarks or just looking at the usage meter

both, the main issue is that idk why the gpu usage is low not results or anything

so the card works fine and you're just staring at the usage meter only correct?

Turns out task manager is broken and is reporting only 5% usage
