Hello, I have been tasked to digitalize all the whole book base in a small library, I want it to be easy to add new books, search for them, search by genre or put all of them in alphabetical order.

What's the best program for something like this?

You'll want to find an off the shelf library checking system, all printed books are allocated ISBN numbers and you can probably just acquire a massive prebuilt database included. Go to another library and find out what they use.

Just a warning, it won't be cheap, moving to computers in a SME is a big step, and you need to make the right choice. Its not just the technical aspect you need to think about, but also the financial and business standpoint of this library.

I was googling of course. It doesn't need to be anything profesional, just a simple program where I can write things like Title, Author, Genre or Caregory. It won't be used for loan records or something like this.

Then excel will be your easiest option.

I could (and will) use Excel for my own purposes but I also want people who don't know Excel to access the base and so they can use it in nice GUI.

Then you are back to off the shelf system, finding free software that provides exactly what you want with a nice GUI is not going to happen. 

Don't go near access, it sucks and will break (guaranteed)

Database management systems are exactly what you see, they manage a database, but they don't provide any front end functionality to do it, because databases have too much of a wide scope. 

If you set things correctly, excel can have a perfectly acceptable user interface.
