RTX 3060 TI issues

HI! I have recently acquired a used gigabyte rtx 3060 ti. When I plug in the gpu, it boots into windows but then the screen goes black and the gpu gets really hot. I've tested the gpu in multiple different pcs as well as several other gpus in each pc. Each pc works with any gpu except this one so I'm concluding it's something with the gpu but I'm not sure what. The main system I use has a 1000w thermaltake gf1 80+ gold psu so it's not a power issue. The fans turn on for a split second when the power button is first hit but that's it. I am also able to go into the bios and sit in there for awhile without the screen cutting out. Only when I try to boot the pc normally does it give me issues. Any thoughts?

So, your new GPU doesn't work and other cards do? Time to return it and buy a new one (also consider AMD since their prices are usually better in this tier)
