GPU Underclocking Itself for no reason

Full Issue:

While idling my GPU constantly underclocks itself to a clock I don't think I can achieve in MSI Afterburner I know this is normal as it's under no load but the moment I try to launch a game it remains on the underclocked speeds and doesn't respond to anything no matter what. If I set the Core Clock slider all the way to it's base clock the GPU just ignores it and continues to run at these atrocious speeds.

 

Things I've Tried:

Turning on the performance power option in the NVIDIA Control Panel

Restarting my PC Multiple Times

Reinstalling drivers (and uninstalling using DDU)

Adjusting fan curves (it never overheats in the first place)

Underclocking in MSI Afterburner to a little below the default clocks then restarting my PC

 

This is an old GPU of mine that a used to get my new build up and running for the first time and I've finally found a good deal on the next GPU I would like. I plan on giving this to my cousin as he uses integrated graphics and although it's not much, it'll definitely run the games he usually plays.

 

Specs:

i3-10105F

GTX 550 ti (current / the one im giving to my cousin)

16GB of ram at 3200mhz

EVGA 500W PSU

1TB SIlicon Power NVME

 

I had this problem with GTX 580. Never really solved it. But try enabling "disable ULPS" in MSI afterburner. Ultra Low Power Saving I think it means. 
I think last time I chalked it up to defect GPU. Something about it running in 2D mode instead of 3D mode. - Essentially downclocking itself to power saving mode, even though it's at the wrong time. 
Perhaps older drivers could work / remove the issue? Try 2 years earlier drivers or so.

I think some Nvidia cards need some sort of software to OC or 'tweak' clock and fan speeds, otherwise the card won't really be able to effectively control itself, drivers or not.

I don't badmouth others' input, I'd appreciate others not badmouthing mine. *** More below ***

I installed older drivers and it seems to be working so far. From 405mhz under no load to 900 (its regular clock) instead if remaining at 405. I’ll see if it starts bugging out again.
