This problem appeared recently. After pressing hibernation button in Windows, pc starts hibernation sequence, screen goes blank and usb stuff like keyboard and mouse do not respond. Hovewer, no matter for how long I wait, my pc just doesn't turn off - fans are spinning. No idea why or how this occures, sometimes it does and sometimes it doesn't.

Specs:
Qiyida x99-h9 motherboard
xeon e5-2640v3
GTX 1650 SUPER
16 gb 2133mhz ECC RAM, 1 plank (working at 1866 because bound by something)
SHDD Seagate ST2000DX001-1CM164 1.8 TB
Windows 10 21H2 home single language

Just hit shutdown.  It’s really a hybernation state anyway.  Getting them to actually reboot is kind of a pita.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

I want to use programms instantly, and again, having hdd as boot drive is slow. Re-launching programms everytime is going to be a huge pain. Hibernation works best for me, and I want it to actually work.

My point was the “shutdown” in windows actually is a hybernation state not an actual boot.  They may shutdown programs when it does it though, which would cause problems in your situation.  The problem was that Linux and apple were pointing and laughing at windows machines because they took so long to boot.  Microsoft couldn’t fix it so they cheated by faking shutown into a hybernation state.  Everyone else of course followed suit, which is why apple has that instant on thing.  The only way I know of to make a PC act that way is to not even do hybernation but to do sleep instead.  Costs power of course.  PC hybernation controls are a setting.  You should be able to mess with them till you get them as close as possible to what you want. It’s still not going to be as instant as a Mac though.

it's typically a driver issue. See if Event Viewer exposes any errors or warnings. It could be any driver. Chipset, Bluetooth, mouse, keyboard, you name it.
