Cpu getting bad temps

Hey i got the Masterliquid ML120L V2 RGB aio for my 3600 but for some reason while gaming it can reach 80c or like a stress test it can get above 80c and i realized the outake fan on my aio literally doesnt suck in or out air and its constantly at 1200rpm but i literally feel nothing coming out and when i felt my aio it felt really hot and when i first got it it was running awesome like 70cel during the stress test and i got this aio like literally less then a year ago right before christmas i felt the tubes and i can assure liquid is going by and literally with a google tab open it was at 68cel

Sounds like the pump isn't working right and/or you need to reapply thermal paste.

Made sure the header it's connected to has enough power and isn't cutting power based on a fan curve of some type?

in my bios i put it  to full speed should it be pmw or the other one

Fan shows as PWM.
