AMD Ryzen 5600x performance issues

I just finished my first build and It posted all good. 

Ran Cinebench R23 and the CPU never boosted above 4.2 GHz and temps never went above 54c.

is there any settings that need to be changed on a new build that I'm missing?

 

Ryzen 5 5600x

Gigabyte Aorus B550i Pro AX Rev 1.1

16GB Trident Z Neo 3600 CL16

Corsair SF750

Gigabyte 6900XT Gaming OC

Do you have pbo enabled?
