Typically, yes. However you can't judge a PSU on its power rating. One 650W might be a fire hazard, the other perfectly safe. Always talk in specific models.

I wonder if to choose/recommend ATX 3.1 PSUs over 3.0, as it supposedly has for one a more fool-proof 12V-2x6-pin GPU cable, versus ATX 3.0-s 12VHPWR.

As there in the case of NZXT C1200 models/revisions - PA-2G1BB-EU versus PA-2G2BB-EU. 

Is the 12VHPWR any worse than 12V-2x6? Or are there any compatibility issues?
