i finished building my most expensive build yet and for some reason the pc gets stuck on boot, i tried everything, flashing, updating, clearing cmos, moving ram, booting with 1 ram, loosening the aio a little but it still getting stuck on boot basically showing the tomahawk logo and not loading. I took it to a service store and they did everything i did only to find out the only possible way to actually get it to boot is through format with a usb stick. Any help?

What do you mean specifically by stuck on boot? Does the operating system begin to load, but fail? Are you unable to get into the bios?

Is the SSD for this computer from an old computer with a pre-existing operating system on it?

The shop you took it to telling you that it boots via a USB sounds like you can access an OS if you install a fresh one.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

PSU tier list

How many watts do I need?

PSU misconceptions, protections explainedgroup reg is bad

it posts, i can access bios and boot menu but it wont go further than that.  All parts are brand new and in the store we booted it with a windows 10 boot usb. Im starting to get scared that its the mb fault, msi x570s mag tomahawk max and the ssd is samsung 980 pcie 3 1tb

Just based on what you're telling me, it sounds an awful lot like you just haven't installed windows on that Samsung 980, but are expecting to be able to boot into windows somehow anyway.

Since in the store you can boot to the windows USB, you can just run the windows installation correct? And after that, what happens?

From your description, I don't see anything wrong with the PC. All new components, no operating system installed yet, boots to BIOS as expected.

Ok that does clarify the situation.

If it were me, I would also try windows 11 and possibly Linux to see if boot behavior changes. I have had a system that could boot just fine on Linux, but not windows 10. Turned out to be a bad SSD.
