The first thing I see is the over powered extra expensive cooler.  The 5800x just isn’t that hot. Also noctua has a price premium because it’s noctua.  It’s good stuff but there are cheaper things.  There are a bunch of other companies that make coolers just as powerful but are much cheaper scythe is one that immediately comes to mind, but the cooler could be $30–$70 cheaper and still work.  Price-performance wise the favored number is ddr4 3200 cas 16.  It’s not quite as fast, but maybe up to $100 there. There are $80 cases that don’t need additional fans.  If you buy fans you could go with a cas more in the $40-$60 range

 

i notice almost all of this is off Amazon.  Is that a concern?

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Stock fans are sufficient for this build.

 

It's possible to get all NVMe storage and a better PSU under budget.

No. Worst case one has to use the USB BIOS Flash button feature of the motherboard. However, it's far more likely that the motherboard was made after the 5800X BIOS was released. So the motherboard you get most likely will have the updated BIOS.
