I have an AMD Radeon RX 580 from Power Color, and it has been running flawlessly in my system for 2 years. Last week I decided to update my AMD software to the Adrenaline edition because it was 2 years out of date. After I uninstalled the old one and reinstalled the new driver, my screen has been stuttering endlessly, even when no apps are open, making it unusable (in the video attached). I have tried switching monitors, reinstalling the old software, switching cables, installing new intel graphics drivers (i have a i7 8700k). The only thing that works is connecting the HDMI port on my motherboard to a monitor, but then my graphics card isn't being used at all and I can't play any games.

If anyone has suggestions that would be great.

- Intel i7 8700k

- AMD Radeon RX 580 from Power Color

- 32 gb of ram (idk the speed)

- Asus prime z390-a

- 650w gold+ psu

- Windows 10 pro
