Why do you need a second pc for streaming? Modern GPU's have good encoders that will barely have any impact on performance and quality is fine too...

 

That said, you could just get this cheap pc. The iGPU supports Intel Quicksync which is currently the best encoder available, apart from CPU encoding. But once again, you probably aren't going to need this.
