Computer stuck in bootloop

Ryzen 7 5800x

Prism amd cooler

Asrock B450m Pro4

GeForce rtx 2070

650 watt evga psu

4x8 3000 corsair vengeance memory

1tb nvme m.s 980 pro

 

 

I use to have a Ryzen 5 2600 in the computer, but not I upgraded to the 5800x. It wouldn't post after the new CPU install, so I cleared the CMOS and tried again. Then i put the 2600 back into the pc and got it to post, i updated the bios to the latest version on Asrocks website, but when I reinstalled the 5800x it went back into the boot loop. Also the cpu cooler fan would spin up with the 2600, but not the 5800x. Please help.

 

Edit. Got it to post to bios by swapping ram around. However I now get this message popping up in the screen everyone it posts. I have not installed windows on it yet.
