Hi im thinking of upgrading my gpu to a 3070. but will it even matter if my cpu is a little old? will my cpu hold me back or will it help with a new gpu?

I'd do both at this point.  8 threads is really starting to show it's age in the newest of titles

 

Don't get me wrong if you popped a 3070 in your system you'd still hit the 60's in some stuff but i have no idea what refresh rates you play at, what games you like to play or whether you're using g-sync or not.

 With all the Trolls, Try Hards, Noobs and Weirdos around here you'd think i'd find SOMEWHERE to fit in!

there was no such thing as an 8 core 7th Gen i7 the highest desktop parts went is 4 cores with hyperthreading

3070 will give you extra fps, however, I believe that in your case it makes more sense if you want 1440p gaming.

7700k will bottleneck in comparison with 12400 (most probably the best gaming value). However, some titles that you might be interested in might not see much difference in performance

 

My suggestion would be to go full sys overhaul when ready (really need it).

 

Just in case, check that you have your RAM working in dual channel (most probably all is good if you have 2 sticks) and you have at least 8GB.
