Hello! im having a issue with my pc i havent used the pc for gaming for about 2 months only for everything else and yesterday i bought riders republic and wanted to play a little it worked fine until i started meeting ppl the game just drops down to 4fps and completly ignores inputs and stutters like crazy and then it go back to normal and drops to 40fps and then 4fps again i proceeded in cheking drivers and there had been a update for the gpu i installed that and the problem continued i then got recomended to use DDU to wipe the drivers and do a clean install and that did not work same problem 

desiced to run a 3dmark timespy and got a score of 6000 i usualy get 13000-14000 i noticed the gpu doing something wired when idle i added a video to the attachments and in this link https://www.youtube.com/watch?v=dEOB2MEl1Gk

 

System is 

i78700k 

Rtx3080 

16gb corsair 2100mhz ddr4 ram 

running windows11 version 21h2 build 22000.795

temps are normal thermal paste is 6 months old has worked fine after that

did not tell me much afterburner says that memclock and gpu clock go to max mem clock beeing 9501 and gpu at 1710 but in gpuz memclock only goes to 1100 and the gpu clock goes to 1710+  im not sure what to look for gpu temp at 29c and hotspot at 40c

In the sensor tab of gpuz

 

Near the bottom by the cpu temp, just above that, one line should say....

 

Performance Cap Reason.

 

View that one. Hover the mouse over different sections when it changes color and will tell you the performance cap reason. You can also expand the gpuz box to give a longer time line.

Thanks for some reason its not getting power Vrel limited by reliable voltage psu going bad then maybe? its from 2014 so that might be the case 

edit did a timespy test everything is fine got a score of 13800 or something the cap reason was green PWR started the game right after went right into 50/50 vrel and Vop limited by opreating voltage tried turning on vsync and reducing setting  just for fun and it is no better but the cap reason went to idle im so lost the timespy test is much harder on my gpu then this game and when ever i start it i dont have the power to run it ? game bug maybe?

Maybe a particular game setting?

Look for post processing and disable that maybe?

must be did a round of call of duty vanguard zombies and was above 100fps the whole time not even a stutter so now im confident its the game not my pc
