RX460 OEM Problem

I got a RX460 OEM 2GB, the single fan WILL NOT even turn on until about 90% for the fan speed option, when set manually. It won't even go to 20% speed or 50% as set in AMD Adrenaline software fan curve. Even when the single fan ramps up at 90%, it's really loud. Occasionally it will spin at 80%. It's in a Lenovo V520, with a couple of 80mm fans for intake and exhaust, they're PWM but I pulled out the PWM cable because they don't ramp up either when the whole system is boiling. If you're wondering, I did upgrade the power supply to a season 300w TFX unit with 24 pin to 10 pin. How can I fix this issue, switch to nvidia?

 

EDIT: The seller has agreed for me to send back the GPU as it seems like its faulty.
