That depends entirely upon if your router can do it or not. Some can.

 

Also, if it can, check the power requirements of the USB drive and check to see if the router provides enough power to run it. They're often designed to run a USB flash drive, which needs less energy, or just communicated with a printer which has it's own power source.

Fail that, there are core 2 quad computers from 10 to 14 years ago, on Ebay that you could probably find for $50 to $70 USD..... (or at your local college surplus or something or anywhere for that matter these things are everywhere) these all have gigabit ethernet, and usually come with a win 7 license that can easily be upgraded to win 10 (for free with the window media creation tool) if you can afford it or find a random old PC laying about It's usually the better option anyway as routers tend to have trash CPUs that can hardly keep up, meanwhile the ancient core 2 quads or duos (even pentiums) don't even break a sweat.
