help 3090 FTW3 GPU base clock and boost stuck at 5001 mhz

Hi, went through a couple of similar threads that i thought might have had the same issue, but i don't believe i've seen this pop up.

To start. I have done a fresh install of GPU drivers, all drivers up to date, windows up to date as well.

When ever i get done playing VR and sometimes but rarely after regular games, while idle my gpu memory clock gets stuck at 5001mhz and my temps rise up and range between 40c and 60c, when it normally sits at 405mhz and 27-30c. The only thing that i've tried that fixes it is rebooting my pc.

Would there happen to be a solution to fix that and stop it from happening?

If there is another page with this i'll gladly check it out and, if possible take mine down.

that is normal. it is actually 20000mhz, but it reports its as 5000mhz. So this is completely normal.

homever this is not normal. Mayby this is at idle?

Normally when Idle its at the 405mhz, but sometimes after playing games, mainly VR titles, after i quit the games and its supposed to go back to idle or very low load it gets stuck at the 5000mhz. Hope that makes sense.
