NO SIGNAL TO MONITOR OR ACCESSORIES

Hey, a couple weeks ago my pc started having this problem where the actual machine turns on, but nothing shows up on the monitor and it says no signal from HDMI, also neither the keyboard or the mouse light up. In order for the pc to start working properly and actually showing up on the monitor i have to spam on and off multiple times until i get lucky. PLEASE HELP 

 

I have tried resetting the cmos

changing the graphics card

reseating the ram

new hdmi

new monitor

I've had this issue a while back with my ancient q8320 pc. One out of 10 boots it would send a signal to wake the monitor and mouse although my keyboard worked. Ended up dumping the thing because I could not figure it out either. But can you confirm it's actually turning on/booting up and not just spinning the fans up and lighting up any possible rgb? I could still hear it booting up through my speakers so I suggest you do the same just to confirm it's actually running properly. You could also try checking psu with another setup maybe, just to rule it out.
